Professional workshop for local government representatives

In Slovakia we placed 53 % of waste in landfills and recycled only a little more than one third of it in 2018. Most towns and municipalities remove their wastes to landfills and do not use them as resources. Absolute numbers of waste quantities also grow alarmingly.  Slovakia does not succeed in achieving the objectives in the area of waste prevention; only small amounts of waste are used as a resource; the improving rate of recycling does not help either. By 2020, Slovakia as an EU Member State should separate 50% of wastes, by 2025 as much as 65%, and the objective for the quantity of landfilled waste in 2035 has been set to 10%. To achieve these objectives in the following years we have to hurry up with setting the measures. 

Workshop WhatCity? Zero Waste City will concern system changes of resource and waste management in towns and municipalities. The objective of the workshop WhatCity? Zero Waste City is to reflect on great topics of the climate change, circular economy and development of towns on a scale, within which they can be solved. We will speak about circular economy at local government level, how local governments can use wastes as material resources, and how to interconnect municipal enterprises and service suppliers within this common goal. Workshop is suitable for municipal representatives from all over the country.

  • Circular scan of the city of Prague, its outputs and implications
  • Successful interconnection of municipal enterprises in the town of Maribor, which created closed cycles of materials and energies
  • (Almost) Zero-Waste Town of Ljubljana, which landfilled most wastes in the past

 

  • Reuse centres in Vienna, which represent a key instrument for waste prevention
  • Visualisations of processes by Dutch experts, serving to all stakeholders and helping develop the town towards circular economy.
  • Finance experts will introduce the possibilities of circular solution financing at town and municipality levels.

Zala Strojin Bozic (SL)

She has been employed in the City of Ljubljana since 2002. With a scientific master’s degree in the field of environmental protection, she primarily covered the field of soil pollution (with an emphasis on children’s playgrounds of public kindergartens and elementary schools). Since 2010, she has been carrying out different activities in the field of awareness raising and eradication of invasive alien species. She is the leader of the socially responsible campaign Rokavice gor!, and a content manager of Urban Innovative Action project APPLAUSE. Since 2018, she has been working as a circular economy manager for the City of Ljubljana.

Igor Kos (SL)

He worked in a private sector for different companies as project manager for real estate projects until 2014, when he entered public office as a member of Mayor’s cabinet in Maribor. Until 2017 he was working as head of working group on the development of Integrated Sustainable Urban Development Strategy for Maribor. In 2017 he started working in new WCYCLE Institute Maribor with specific goal of the development of Circular Economy business model for Maribor. As member of IWM he was cooperated on the Roadmap for transition to Circular Economy of Slovenia. He is also a member of EU Agenda – Partnership for Circular Economy and actively promotes Circular economy at international conferencies.

Ekim Tan (NL)

Born in Istanbul, she was trained as an architect and gained a doctoral degree at the Delft University of Technology. In 2008 she founded Play the City, an Amsterdam and Istanbul based city consultancy firm that helps governments and market parties effectively collaborate with stakeholders. Following the book on her doctoral research (2014), she published ‘Play the City: Games Informing Urban Development’ (2017) sharing special knowledge and experiences developed through the Play the City practice.

Lars Zimmermann (Nemecko)

He is a creative urbanist, artist, designer and activist based in Berlin. He explores open design as a driver towards a sustainable circular economy and city hacking as a bottom up method to make our cities sustainable and fit for climate change. He runs the design and activism studio Mifactori, teaches in design universities, develops theory, events and tools. Vojtěch Vosecký (CZ)

As one of leading circular economy experts in the Czech Republic, he has completed many successful projects with firms and towns. He is a co-founder of INCIEN, where he takes part in strategic management and leads cooperation with the private sector. He has graduated from Wageningen University, the Netherlands, with specialisation in environmental technologies and business. He also
worked on similar topics in the European Parliament. Today, he leads an expert group for circular economy in Prague.

She is a graduate environmentalist and co-founder of the non-profit organisation Institute of Circular Economy. Within the organisation, she is in charge of fundraising and cooperation with local governments in relation to their waste management concepts. She is a member of professional work groups creating waste management legislation and strategies at various levels. She works on concepts and projects focusing on waste prevention in central and general government, administration and public events. She is also engaged in education in firms, at schools, provides lectures for the public in the area of responsible way of life with minimum environmental impacts.

Table 1: Practice: provision of material flows in towns
In the group, we will deal with questions about how to use waste as a resource, focusing on circularity in towns using Brno and Prague as examples: what solutions we can apply in towns to close the material flows (use of waste as a resource of materials or energy).
Table 2: Cooperation and interconnection of municipal enterprises

Successful implementation of any new strategy is based on consolidation and involvement of important players in the strategy of municipal circularity. In this block, we will share and analyse examples of the towns of Ljubljana and Maribor, which managed to successfully interconnect municipal enterprises, influenced the way of use of wastes, and also affected further development of these two towns.

Teamwork – Bloc 2

Funding of innovation
In the following block, we will examine the possibilities and resources of funding and fundraising for system changes in both previous topics. We will focus on funding by reorganising the existing public resources, we will examine the possibilities of private-public partnership, and also the possibilities of funding through international European programmes. Experts from Slovenská Sporiteľňa and from the Ministry of Environment will take part in the block
